Fender guard help. MODS LOCK PLEASE

I have a fender guard on my car. I'm guessing its a fender guard at least. Its a plastic that wraps around the wheel part of the fender. It's ugly, it snags my sponges and towels when I wash the car, and I want it gone. Problem is, i can't figure out how to get it off, and of I do, I'm worried about what I'll find underneath. Bad paint, faded around it so it looks dumb and what not. Anyone else have this and know what to do?

2k2_civic_ex_4d is a splendid one to behold

I left my car facing the sun for a few minutes and peeled that $hit off. Plus it fades over time. Mine (silver) started looking kinda yellow.

What does IBTL mean? I see it everywhere but never figured it out.

Also I looked at it and found out that it wrapped under the fender and had little metal pieces that you bend down and that holds it in place. I think there is probably some kinda of glue or double sided tape holding it on too though. I don't trust taking it off though. I took my mudflap off hopeing to be rid of them and the paint is all messed up underneath, so I'm stuck with both.
