Rev Question

Is there a way, like some sort of cable adjustment, that I can set it so when I rev up my engine it revs down faster?

I don't really understand your question but if you want your revs to drop faster you'll have to get a lighter flywheel.

4drcivic2k1 is an unknown quantity at this point
No.

You will need a lighter flywheel, crank, rods, and pistons. You can also raise compression with said pistons or a thinner headgasket.
