I'm having a tough time finding a reputable speedometer shop x_X
All I need them to do is take my gauge cluster, match the miles to my ECU and the end. Any ones you know that I can mail my gauge cluster to or bring it to if its in CT or NY?

not illegal to buy a new cluster that happens to have less km/mi on it. If you mis represent your km/mi in a sale sure its illegal, but lets face it, our true odometer is buried in the ecu.
What would putting a sticker on the windsheild do?

Rep Power: 293 Honda would put the true mileage on sticker, then tell me to figure out the actual mileage by some calculations
