Resealing headlights

Resealing headlights
I opened my headlights recently and painted the housing black. The day i installed them it was raining out adn i did them in the garage. When i resealed them (with shower caulk type stuff) and installed i noticed that there was fog in my headlamps. The fog went away when the car was in direct sunlight but returned wehn it was in the shade. What would be the root of the problem, did i miss a spot in the seal when i re-sealed them? Or could I have sealed moisture inside since it was raining adn there was so much moisture in the air? Also, what should i use to reseal them to keep this from happening a second time? (Silicone?)
