Fuel delivery

I recently inherited a 95 civic from my mother in law. Its got 250k mi and has a starting issue. Theres a relay that primes the fuel pump when key is turned to pwr. Sometimes takes 20 sec to a minute/half for the relay to energize. I think my problem is w/ the ECU but not sure. Allready swapped out relay, original is still good. I dont know much about Hondas, 1st one. Any help would be gr8.

You swapped out the relay and it is still having problems? Does the fuel pump ever turn off after running?

Some things to check (if you already have checked the relay or replaced with a known good one):
1. Check terminal 7 (to fuel pump yellow/green wire) for battery voltage right after you turn to ignition (2 second pulse). If you see voltage then there may be an intermittent open to fuel pump or problem with the fuel pump.
2. Check terminal 8 (to ECU green/yellow). It should be at ground after turning on ignition for two seconds and during start/run.
3. Check fuses

what terminals? do you mean on the connector for the relay?

yes, you'll have to backprobe them or you can verify the relay operation by itself. If you've swapped out the relay then with a good one then it might be wiring issue.

To check the wiring, with the relay removed you should see +12V on terminal 1, +12V on terminal 5 only when ignition is on, +12V on terminal 6 when starter is engaged. Disconnect the negative terminal of the battery and test for continuity (0 ohms) between terminal 2 and any ground on the chassis. Then test for continuity between terminal 8 and pin A16 on the ECU.

Correct me if I'm wrong. Today's fuel injected cars usually hold pressure even if the car has been idle. Jetfixer states he has a starting problem, could this be due to a bad fuel pressure regulator or possibly a leaky fuel injector? Once the car has been running and then turned off, the fuel line should still be pressurized. Therefore, on his next start it should fire up with no problem, correct?

I dont think this is a fuel press issue. The purpose of the relay in question is to prime fuel press to start. The relay is working intermittently. Checked relay w/ meter, relay is good. Shot all other wires needed and found no discrepencies. ???
