Most states don't allow for underlights/underglow. Most likely if it is legal in your state the color shouldn't matter. Like DelawareDon said just check with your local police and they should be able to tell you if it is legal or not

Red are illegal here in Tx..blue and others are ok as long as their not visible or doing strobe effects like...

touche my friend, touche(spelling) everyone has their own taste, but most places blue and red are illegal on road, here only white is legal, and cannot be used when driving

thats what my project is going through, working on exterior now, ive gone as far as i can with performance, since i cant afford turbo, working on a lip kit for now

yea i think all i can do to mine with a 15 year olds budget is prolly just
port polish,
i already have a cold air intake,
headers,
exhaust system,
maybe a lightweight flywheel,
maybe a shortshifter,
and when ready my neighbor has a hook up that can get me N20 cheap
but then i gotta upgrade lots.
then i thinnk just lip kit nd a few other things.
most is performance for me.
then later on have fun messin with the exterior nd interior
but performance is just all i'm focusin on cause its not somethin i wanna have to ever change.

it goes like this....

if it is a distraction to other drivers = illegal
(underglow kits, extreme bright lights that did not come OEM, changing/atering the tail lamps, etc...)

authorities are restricted to a visual on its driver and/or occupants = illegal
(Tint on side windows, etc...)

unsafe = illegal
(Stuff hanging off the car, etc...)

Driving nude = illegal too for those that were curious! lawls

don't drive with the lights on, but it's cool to have in the parking lot

Maybe in canada but not here in TEXAS...if it were like that we would all have practically stock cars..rims...body kits..hids are all a distraction to drives and you do see them illegal. Underglow kits are not illegal unless there RED...visible(referring to the tubes...or blinking(strobe effect).
