Rep Power: 216 by small do you mean small sidewall or do you mean just plain old small tires? youre ride is gonna change with both options.
With a small sidewall, there is gonna be less flex in the tire, which usually transferes to more responsive handling. the downside of that is that there isnt as much sidewall to absorb potholes and other **** in the road, so not only do you feel everything, but you are much more likely to bend/dent/etc your wheel.
When you have small tires, you find yourself not giving a **** if you thrash your tires, mainly because you can get a 14" pep-boys special for like $30/tire. Obviously, the wheels will be lighter (assuming youre not on steelies) and there is less rotational mass, which is easier on your brakes.

Rep Power: 268 my ES1 has 14's stock. the sidewalls are 70 series stock too, so if you got stock size, it won't sit any lower than if you had bigger rims, probably higher depending on the wheels you have. stock tires are 185/70/14 so overall diameter is ~24.2" if you had 205/40/17, your overall diameter would be ~23.5". just gotta do the math to see which is bigger.
