Depending on engine type, trans type, and your country, somewhere between 650 and 750 RPM (using a scanner or digital tach, not the tach needle on the dash)

RPM is the setting on your meter you need to use.
Dwell will give you no useful information. The only time I ever need to use dwell is when diagnosing a 'no spark' situation.
The "tach test" wire should be blue and located close to here (pic)

The car was equipped with that single wire as a designated test point.
You will have to read your instructions to figure out how to make use of it.
And again: Ignore dwell readings taken from an engine that runs. There will be numbers that can be read if you use that setting, but they are of no value to you.
