1999 Honda EX Coupe

Problems passing smog and RPMs are jumpy as hell

I have problems with my RPM being jumpy. Usually around 50-70 MPH the RPMs jump like crazy and my MPH goes from 70 to 40. I believe this to be an ECU problem, seeing as when I go to smog my car it doesn’t pass because the CE light doesn’t turn on (the bulb works when I start the car).

My mechanic opened up the ECU and it looks fine and runs fine when the car is not on.

I bought this car from a private dealer and I need some help, any ideas would be much appreciated.

I am taking it in the Honda dealer and I cant spend to much money.
