Pull it off and see if it is plugged in all the way, maybe someone tampered with it, like removing CEL, and didn't clip it back together.

Also check the fuses/relays/and grounds to the cluster.

Thanks I am going to try to find where the ground wires are I have the dash apart now it's all plugged in good and the gauge cluster has been replaced with a used one and does the same thing all fuses are good the miles change when you drive it it just doesn't tell you your speed I'm hoping it's something simple

Got engine fault codes?
Does engine data show VSS value correctly? How about fuel level and coolant temp data?

Got body (B) codes? Communication (U) codes?
Data bus down or offline for some reason?

Got service info? Alldata or similar?

Have you done the gauge cluster self diagnostic and function checks?

If the PCM can't communicate, that sounds like a problem that may be related and a place to start diagnosing

and the gauge cluster has been replaced with
Which part got replaced? (tach section or speedo section)

Did you try swapping the other part?

I got the other gauge cluster out of a junk yard today and replaced it and it's still the same. I started messing with the air conditioner because it doesn't work either tracking down power issues with it now the car won't start at all and has a green key light flashing
