is timing belt replacement based just on mileage?
My 2002 has only 60,000 miles on it. I have heard that even with the low mielage the timing belt should be changed because of the cars age.
is this true?

Its going to depend on the condition of the belt. If its cracked and its flexability is outta spec, then you might have to fix the tension or replace it.

Welcome to the forum.
Inspect the timing belt for deterioration, cracking. fraying, missing grooves, if it still looks new and fexability is good than you are good to go.

when I open the hood where is the timing belt located? does it have a cover the needs to be removed for inspection?

It's on the drivers side of the engine. You need to take a dust cover off to see it. YOu may need to take off the valve cover depending on your engine.
