Brightest Legal Bulb?

I cannot go with HIDs.
What are the brightest Legal bulbs that i can put without wanting a ticket?

Sylvania Silverstars, pretty sure they make a pro series or something. They work great.

philips XP (xtreme power) is currently the brightest legal bulb at 55w, available in H4 for 01-03 civics and 9006 for 04-05 civics.
