what KIND of fog lights are you buying? post some more information on what product you want to use.
as far as what can be used in what type of bulb application, it is usually recommended that you use whatever bulb it comes with - i.e. if it's H3, use an H3 kit. if it's H11, use an H11 kit. that way you won't have to cut as much crap off of your fog light housing.

oem/oem style use h11...find an h11 kit and plug and play.
if you use a 35W ballast, chances are the effects of HID + fogs is the same as putting your hi beams on while driving through fog.
i just use it for bling factor if you're going to use it for practical application, i suggest you not do it, or find some lower wattage ballast. or find a lower color temp bulb.

edit: Some HID fog lights have shown up on the marked. Nothing wrong with using HID, but its a waste of money. HID usually means brighter output, and that is defiantly something you do not want in fog light. A too bright fog lamp used in fog will only lit up the fog better, increasing the "wall" effect of fog, and make the road less visible. I would suggest to usage of a 10 or 18W HID system instead. They are available in flash lights for divers. See: http://www.extreme-exposure.com/. If it is good enough for underwater usage, its good enough for a automobile use.

chrysler 300m, i assume.
yes, you can do that if you retrofit them, but that's a lot of work and you have to be knowledgeable about what you're doing.
why are you going for HID fogs anyways?

Im only doin them for cosmetic reasons, I already have 300m hid'S in my headlights, I didnt do any retrofittin or anything, the guy who installed them for me just made them work in my housing some how. So now i got my hands on another pair of 300m hidS and i want to put them in my fogs so all 4 lights could match. Thanks

yes, you could custom fit them in, but there is no real advantage to doing this unless you really want to hack up your fog light and have almost 0 visibility in low visibility situations.
please give us more information about the fog lights - like what kind of bulb does it accept? is it a projector fog light or reflector fog light? how large is it? depth? more information is needed aside from "can it be done?" cause anything can be done if you have enough time and resources (money)
