Bulb question for these projectors!

I have these projectors and I know that the high beam is an H1 but the H3 that goes is the low beam/projector is dim as hell! I noticed in another thread about TYC projectors that they take H1's for both the high and low beam! Could this be true for these projectors too? Both bulbs have the same wattage listed on the side of the packages! So does that mean that h1's would work in the low beams too?
