WTF is up with my fog lights?

WTF is up with my fog lights?

I went out and got a cheap set of aftermarket fog lights (I know, first mistake, bought the cheap ones)...I installed them today, turned them on, and only the right side was working. So in parallel, only one side works. I chopped off the terminals, wired them in series, they work fine! What's up with these things? I'd like to throw them back in parallel so they're running at full power, they're 55 watt lights, and they look like my low beams...The only thing I can think of is the ground is bad on the driver's side...any other possibilities?
