Hardwiring accent lights?

Hardwiring accent lights?
Is it possible to hardwire accent neons (neons that plug into your cigarette lighter)?
Will cutting off the cigarette lighter plug be sufficient?
If this is possible, can someone give me schematics or a small DIY of the procedure and required parts (i.e. transformer?..switch type?...wire connectors?...etc.)?
I have absolutely no knowledge in wiring so I need lots of help or advice and this is actually a friends question.
I've already done a fairly detailed search I didn't come up with answers.

You cut off the cig lighter plug on the neon transformer, and use tap-in style connectors to tap the positive to positive, and negative to negative on the cig lighter wires behind that panel in the console. If you have alot of neons to hook up, I would suggest a larger power wire brought in from the firewall, and use a relay to the cig lighter wire. Thats if you want them to turn on with the car....a switch could also be used. PM me if you want details on any of the options you have, and the type of car. Mine are hooked up with a relay.
i tapped mine into the fog light switch, you will need a test light, go into the back of the plug, and click it off, then test to see which ones are hot, i think there was 1 that was still hot, then, click it on and test the ones that weren't hot before, tap into the one that lights up once the switch is on with the positive wire, and the negative to a ground or a negative wire, i used the negative wire, then you have a switch for them, with no need to drill a hole for an additional switch, mine works perfectly fine.

-Is a relay still required if a switch is being used?

ce01cvcex....I don't have any existing switches so....
