Turbo BOV needed?

Turbo BOV needed?
okie, I read most of all the turbo threads.. anyway, I have not seen this ever said..
anyway, My friend has a 92 civic with turbo running on 8 psi.. he's looking into helping me with mine.
He's not running with a BOV. he told me that its not really enuff pressure to go out and buy a BOV.. a wastegate would be fine..
so with that in mind.. if we only run 4psi, for us daily drivers, wouldnt that not be enuff to make the valve work, even hear??..
because I know alot of us love that sound..
I also have a friend with a turbo MR2. and he runs 6psi with a bad boost controller.. I never hear his BOV.(i think thats broke too.. mostly used parts) . but after he fixes that lil problem with the controller, he said he'll push 14psi +
