coolant in engine block 1.6L 2000 civic

When I pulled the head, I have coolant to the top of each cylinder. Not inside the cylinders but on outside.
Never saw this before on any engine I worked on.

Looked at three different you tube videos showing step by step removal of head to replace the head gasket and none of the three showed coolant surrounding the cylinders to the top as mine was when I pulled the head.

I was getting P0302 &P0304 misfire codes and lots of water dripping out the tail pipe engine running. Original problem, hose leak, ran out of coolant, engine stopped running. Cooled down about five minutes, drove another two blocks to driveway.
