It looks like a coolant diverter found in some K series engines. I've never seen a D series with one. What engine are you working on?
Edit: Lost track of what section I was in, thinking this was a D series engine. The R series from the 8th gen Civics do have one. Called a partition plate in the parts catalog.

Thanks for you response much appreciated, but i do believe is not that part in particular Is and internal one on the coolant part of the block, gotta put another Pic for better show.
I believe it's purpose is to divert coolant flow into the head. Or somehow limit hot spots in the water jacket. At least that's what I remember reading on the K series engine.
