Good afternoon,

I am working on my sister's 2006 Honda Civic 2.0 litre sedan. When I turn the key there is a buzzing noise from the steering column / cabin fuse box. The engine does not turn over and there is no ticking from the starter. The battery has a full charge.
I used a test light to determine from the cabin fuse box that the ignition switch and relay is working.
I then removed the old starter and used a test light on the wiring connection and when the key was turned, I am getting charge to the starter.
However, after replacing the starter, the exact same buzzing is occurring without any turning over of the engine.

I have frankly exhausted my investigative skills and was hoping someone could give me more potential issues to look at. Thanks.

How do all your grounds look? You can get voltage to the starter but might not be getting enough current to initiate it.
