2002 Honda Civic
got new heads done but now car still running hot also radiator replaced fans are still not working properly and was told i need a computer for the fans could there be any other problems besides the computer

relays are cheap and are a logical first step. i would guess the low speed on the fan is burned out. any mechanic with a bidirectional scanner can have the computer turn the fans on and off (or at least to check power at the relays)to accurately diagnose this.

Bad wire connection, bad relay, bad replacement fan, bad sensor, improper installation, bad computer.
I would be very very wary of a shop that replaced the fan without properly diagnosing the fan had no power first..
Did you take it to a chain shop?

there's no computer for the fans. just a fan switch (screwed into the thermostat housing). Jump the pins on the fan switch connector, see if fans run. If they do, replace fan switch. Since the fans are new, they're probably fine, but you can jump the connector on each fan to see if they operate with +12VDC applied directly to the fan. Still don't work? Like RobertD said, relays would be next up.

As mentioned, jumper the fan switch connector from the thermostat housing with a paper clip and see if the fans turn on.
There are fuses for each fan, plus relays and wiring.
Computer does control both radiator fans when the AC kicks on. Does that part still work correctly?

When the HVAC panel has AC turned on: The PCM just grounds the control circuit to the fan relays to run the fans, it's the very same circuit that the temperature switch grounds when the coolant temp gets hot
