cant pass emissions

cant pass emissions
i have a 92 civic hatch with a lsv and cant seem to pass emissions.the engine is a ls bottom end with itr 11.1 compression and a built b16 head and itr cams and other goddies.we have tried leaning it out advancing and retarding the ntiming oh and its tuned on crome.can anyone please help
