flooded plugs

flooded plugs i have a 94 civic coupe with b20 n gsr trans. just replaced the starter an after the mech replaced the distributor an plugs he tells me the plugs keep getting flooded. i dont know if it is an injector issue or ecu related. but basically after shifting into 2nd gear it bogs out unless i throttle the **** out of it. dont know what to do at this point....
If you think a good mechanic is expensive, try hiring a bad one
