Vent tube near steering rack?

Vent tube near steering rack?
I was changing a power steering rack in a 92 civic sedan with a d15b7 and when I dropped the rack out a hose fell out from along the fire wall, its about a foot long and 3/8 inch around looks like its a vent tube for something any idea where it goes? Thanks.

Could it be the tube that goes between the 2 rack boots?
