Radiator Fan not turning on - 97 Civic EX

So far this is what I've done.

Wiring the fan to the battery DOES turn on the fan, so my fan does work.

Replaced the ECT switch, cooling fan relay, and fuse.

I tried using the paperclip method but it didn't turn on the fan(when car is on), however I do hear a clicking noise near the fuse box when I insert it.

Also, I bought these fuses that light up when the fuse is working. They aren't lit up ever(AC fan doesn't work either). I know the ones currently in are good because I switched them with the moonroof slot and they do light up(and moonroof obviously works.)

What else should I try? Could it be a bad fusebox?

No.
Get a good wiring diagram first. That will be the road map.
Then get a voltmeter (and maybe a test light).



I bought these fuses that light up when the fuse is working.
I have only seen fuses that light up when blown.

That should be one of the relays.
So the issue is not with the control side of the relay, since you can make it click from the switch connector.
But what is happening with the rest of the circuits involved?

Do you know how to jumper to bypass a relay (for test only)?
Do you have continuity between the fan motor and the relay?
Do you have a B+ at the relay socket?
Do you have a second B+ at the relay socket?

Is there good ground at the fan motor connector?
