Runs after key off
Recently acquired a 92 Civic LX 4 DR 5 spd 175k. A trusted shop did the timing belt & water pump. They also replaced the main relay. I removed the starter for repair at a local re-builder. I also replaced the badly worn distrib cap,rotor & plugs. I removed the instrument cluster; as the speedo did not work, nor did ANY cluster lights work, NOR the chime indicating lights on. It starts and runs fine, shutting it off is another story, as putting the key to off it continues to run, heck it keeps going after the key is removed! When the cluster is removed, it shuts off normally (when the key won't turn off, I disconnect the 2 wire connector @ distrib) Swapping clusters makes no difference, AND the idiot lights come on & stay on WITHOUT the key. How do I diagnose this? Likely ECU? Possible ignition switch?

Sounds like the ignition switch to me. It's symptoms sound like it is not breaking the circuit to shut off the power. You also might want to check and make sure all the grounds are good cause I have seen some goofy stuff happen with a bad ground.

How can I verify it is the igintion switch? I have already removed the column covers & have acces to the terminals on the backside of it, 2 of them have power with key out-which could be normal. Since a couple of the idiot lites stay on when the cluster is plugged in; I was next planning on disconnecting things until the lites go out, this should help narrow it down.
