Major problems with no-start
Car is a 1.7 V-tech si model and in the last month had the battery and starter replaced.
Noticed 2 weeks ago oil level was low by 1 liter and check engine light been going on and off at times. Codes not read yet waiting for code reader to use.
Car turns over but does not sound right. No engine noise like banging or grinding. Sounded like possible timing belt. Had it checked and it's good. Pulled all spark plugs out and all have fire. Plugs x3 are good but one was completely oiled over up to white ceramic.
Noticed Valve cover has been leaking oil. Had someome from local garage tell me motor has bad compression 0 dry 0 wet. Tell's me that with plugs out motor should spin freely but cylinder #4 seizes up jams motor??
What should I do for further diagnostics? Head Removal?
Also this car has 154.982 km = 96.3013 mi.
Any Advice greatly appreciated. I looked into another motor and know it would be a big job to replace. Quotes of $2,000 to $3,500 bucks parts and labor. My local auto wrecker can get me a engine for $650 so I'm thinking of doing the job myself.

your piston/RING may be blown on cylender #4. i would maybe take it apart and just see what the problem is. even if you just wanted to go ahead and get a new engine i would still try and fix the old one and possible sell it to get most of your money back from the purchase of the new one.
