first pull the center console out, then unscrew two screws and pull the section that the power outlet is in off (it's just snapped in). voila, you have easy access to the wires. takes about five minutes. consult the DIY on taking the center trim section off for details. that's where i tapped my radar detector into (i have an escort passport 8500 with SmartCord hardwire).
Go to Hparts.com and look up the installation instructions on how to install fog lights. Within that set of instructions there are steps that show you how to take off your centre console and get access to all the wires. BTW these are Honda OEM instructions - good stuff.

by center console, i meant the part that goes around your gearshift and parking brake. you need to first pull that back, and here's how:
1. there are two fasteners in the front of this piece, down on the sides. to get those out, you need to take a screwdriver and push the button in the center of these fasteners in. this will unfasten them and you can just pull them out.
2. there are two philips head screws in the sides at the rear of the piece, just to the side of the rear cupholder (if you have an EX). you need to unscrew these.
3. there are two more philips head screws hidden underneath the pocket that is right under your parking brake. to get to them, you just need to pull the piece that contains the pocket out. it just snaps in, so it will come right out. then unscrew those screws.
4. pull the whole center console piece backwards, toward the rear of the car. it won't move too much, maybe 2 or 3 inches, but it's enough to do the next step.
5. the power outlet and that center pocket are contained in one plastic piece. this is the piece i was talking about that you have to unscrew and pull out in my last reply. if you look just below that pocket, at the corners, there will be two screws. unscrew these, and then pull on the pocket/outlet piece. it will just pull right out.
there you have access. i hope this helps a little more.
