fuel pump power
I have a 94 DX D15B7, and it won't start, thinking it was a fuel issue I took out the seat and checked for power at the fuel pump, wasn't hearing it prime or anything when the ignition was on. Checked for power on both plugs and only one of them had power (circled) I am only getting 6.5v here, is this normal or should I check the main relay next?

Still no one has an answer if 6.5v to the fuel pump is right or not? fuel pump doesn't prime. I have no fuel pressure, I have power to the distributor, main relay is fine. According to the diagram I should have power to the yel/wht at all times
, the blk/yel is hot in run and start
, and the wht/blu should be hot in start.

what is this wire for, where does it go, where is it powered from? Ideas
