Rev limiter? Runs bad after 3500rpm

I have a 2001 Civic coupe 5-speed 4cyl. The engine runs very rough after 3000 rpm like a rev limiter is acting up? The check enging light came on when this first happened. The engine runs great at idle but after 3000rpm really bad.

Is the check engine light (CEL) constantly on? How many miles are on the engine? ...Nevermind. I just saw your other post.
