Harmonic Balancer Bad?

Harmonic Balancer Bad?
Is there a way to tell if the harmonic balancer is bad? For the past month or so I have trying to diagnose a noise. well today I took off the crank pulley and started the car up, the noise went away...not immediately but after 5 seconds or so. When I put it back on, the noise came back instantly.
I am not entirely sure it is the pulley, balancer itself or something connected to it. Any assistance would be helpful.
