New civic (1993) tune up help/ smog

New civic (1993) tune up help/ smog
I just bought a '93 Civic Ex 2 door 5 speed. Ive noticed a few things I need help with. The previous owners gave me a receipt from when they tried to smog it last year it failed do to:
1) Intake having no oe #'s
2) Temp guage heats up too fast (fan may not be coming on) It heats up only when im not moving or in traffic with the ac on. That usually only happens with clutch/ belt driven fans not electric? Im not sure what to look for.
3) Timing 10degrees BTDC
Thats what was written on the smog receipt. The previous owner said he fixed these things but I think hes full of it. I come from a chevy background so any help would be appreciated! I just joined this thing
