How to make low beams stay on when high beams are turned on?

I saw a kit to do this like a couple of weeks ago on some website, has anyone else seen something that allows you to keep your low beams on when turning the high beams on?

I have clear projectors on my 01 EX coupe and there are 2 separate bulbs (low beams are projector lenses and highs are standard) and I had mine set up so the lows would stay on when the highs were turned on but it dimmed my dash lights so much that it was hard to see them when you had oncoming headlights in your face. Stock EX lights are only 1 bulb though.

^^^ Any stock 01-03 lights have only one white bulb (USDM).
