have anyone use a HF turbo manifold on there civic 01-04

It really wouldn't be worth it on a D17. That was a cheap alternative for older honda motors, but the bolt pattern is different on the D17 and would require extensive modification. I'm not sure it would clear the radiator support and accessories either.
If you're looking for a low cost manifold for a D17, I would suggest the HKS log manifold (which is, unfortunately, flanged for a T25 and internal wastegate) or buy a used manifold from someone.

alright i'm gonna say this once and for all...
YOU HAVE TO USE A D17 MANIFOLD!!! ALL OTHER ONES WILL NOT FIT!!!
THE D16 WILL NOT FIT, THE CRX HF MANIFOLD WILL NOT FIT!!! IT WON'T FIT PERIOD!!!!!
Buy a manifold from dezod or have a fabricator make you one or modify a D16 manifold for you... once again... NOTHING ELSE WILL FIT!!
LOCKED!!! CAPS!!!!! YAAAAAAAAA!!!
