Sticky Stuff On Rims...Help...

Ok well...about a week ago I got my car back from the dealership after they repainted my door. Now yesterday I go and wash the car and I notice the driverside right rim has weird sticky stuff on it. Normally my rims are smoooth as silk but yesterday there was a small area that had weird sticky crap that made the area rough and sticky.

Does anyone know how to remove this? My dad thinks its something they used in the painting process that sprayed on to my rim.

What i use it turtlewax's wheel cleaner. I think its turtlewax. its in a windex-style bottle but not clear. the stuff sprays on a green foamy stuff. good degreaser. In a green bottle with a silver sprayer top i believe.

it could be some clearcoat overspray, clearcoat stays sticky for a while... you might be able to just use your nails and kinda scratch it off while you have water running..
