Ok....quite some time ago my friend and I swapped out my steering wheel for the EP3 wheel.
trouble is....we realized that the wiring isn't all compatible. The SRS and horn are fine...(horn is just a ground anyway), it's the cruise that doesn't match up.
so he just decided to cut the wires from the OEM cable reel and splice them into the cruise wires from the wheel
This obviously didn't work.
question is: When putting back on the OEM wheel should it be possible to solder the wires back together and expect the cruise to work?? I think I can save myself a lot of money by doing this as opposed to buying a new Cable Reel for over $200.

yes, of course it will work when you put the oem wheel back on. I don't have an EX, but how hard is it to take the cruise buttons off the EX wheel and swap it with the EP3 wheel? that way it would be plug and play...OR get the pinouts for the EX unit and match them up with the EP3 unit.

yah, I want to put my OEM wheel back on though. I sold the EP3 wheel and need to get it off the car...but I'm trying to get my cruise to work at the same time.
I'm hoping that just soldering the wires that were cut will do the trick

other thing is this....
the horn stopped working....I'm wondering if I might have blown the relay under the hood. I'm told that the horn would have worked ordinarily after the swap so I'm guessing something blew.

there is no way the relay blew for the HORN, there is such a low amount of current going through it, it takes alot to blow a relay. I bet you it's the horn fuse, or it simply came undone in the wheel.
