car insurance

ok so i just moved to san diego and my insurance almost doubled, EVEN AFTER i lower the coverage way down. on an 04 civic ex im paying 325 a month... wtf, to me that seems WAY overkill since i was paying $198 a month before for almost maximum coverage before...does this seem over kill to you guys? if so, what insurance do you have? ive tried to shop around but they all seem the same.
