Underneath carpet?

Underneath carpet?
What is the stuff that is underneath the carpet that is glued down to the floor? The reason I am asking is because there was a water leak in my car and that stuff just cracked and is in many pieces! The guys at Honda told me it was sort of like an insulation/ soundproof mat. They said it does not need to be fixed, should i get it fixed?

Its sound deadener... its tar and some other stuff mixed in just to kill road noise and vibration. If its cracked up, I don't think I'd worry unless its still leaking and water is pooling in the cracks.
