Computer Upgrade?

Computer Upgrade? I have a 2003 civic SIG, and I have a 04 as a rental now. In the 04 if you don't put your seatbelt on it will keep beeping and the seat belt light will flash, also the HighBeam light stays on during the day indicating the DRL lights are on. When you turn the lights on the High Beam light turns off. (I like that option) can the dealer upgrade the computer (software) ?? in the 03 civic??
