I'm guessing that since the scrap tire wasn't the state's property then you aren't gonna have much of a case against them

the state is not responsible for anything that is lying in the road. If someone throws a tire on the road, thats not the states fault. Now major potholes that have been reported however are there responsibility and alot of times action can be taken. But as far as the tire, it sucks that you hit it, but cant do much.

your just in one of those cases where your **** outta luck man. Just file it with your insurance, thats something like a natural cause; like a tree falling on your car.

Actually if you file it with your insurance it will be considered a collision with an object in the road. It will be filed under collision coverage and your premium will most likely be impacted. Its a stupid rule but ill give you an example. If you are driving behind a truck and something falls off, if the object hits the road before it hits your vehicle then you have been involved in an accident that will be filed under collision because technically you hit an object in the road. If it falls directly off the truck and lands on your vehicle, then you have been hit by a falling object which will be filed under comprehensive coverage and therefore is not chargeable to your premium. In this case however, there is no way to avoid this being under collision, even hitting a pothole any things like that fall under collision.
