yes they are if they are not SAE DOT approved,,,even if they are if the cop is **** they can say its not OEM and will give you a VI ticket.....but usually if its just cleared i would say you wouldnt have any problems.

black out headlights is a similar process as clearing them, except you don't paint them.
to clear your headlight, you'll have to remove your bumper, take out the clips then headlights. bake the glue or simply heat them up with blowdryer and then split the headlights open. after that, take out the yellow piece that's inside the headlight and voila.
repeat the steps backwards to put them back. make sure you do a good job resealing the lights or else they would fog and you'll be a ricccer.

you don't really *need* to clear an 04 headlight though, the orange piece is very small and never really stuck out to me... however it's your perogative to do what you wish

unless we are all confused by what you mean by clear headlights... we are all assuming take out the orange piece that is inside, but since you say you want to buy them, are you talking about something else?

i agree with hurtz here, the 04's don't need clearing at all -- actually rather silly thing to waste time on... i have contemplated clearing my 02 but i'm all about stock so i've forgotten about it
