7th gen civic passenger front Weatherstrip Window Moulding Outside Trim Seal
Not sure if the name is correct. It's the black strip at the bottom of the window outside of the car. It gets attached to the car by some clips. A photo of the missing part is attached.

A junkyard or part-out car would be your cheapest (and probably easiest) option. Not many people take window trim so I can't imagine you'd have any trouble finding a car with it.
One thing you may want to watch out for is what year civic you grab it from. The 7th gen had a facelift in 2004 so the trim may have slightly changed. I doubt it did but it's something to look out for.
