Issues with turbo, need suggestions

Ok, look at it like this:
A compressor wheel fits on a shaft. When the turbo heats up, all of the metal in it expands. If a fin is bent, when it's cold, it hasn't expanded. Once it warms up, it expands and catches on the housing.
