Trubo tuning issues...need some help

I cant figure this one out. My new boost controller arived set at 5-6psi. The car felt like it was pulling harder than it ever did at 9psi w/ the turbo XS boostcontroller.
I set my new boost controller at 9 pounds and it seemed like I just couldnt deliver enough fuel, so I turned it back 5 psi and turned my fuel adj. back about 1.5%.
It hit 5-6 psi but felt like it was lagging out and even missing some top end power. So I turned the fuel up a little and went for another run, it pulled harder but only hit a max of 3 PSI. Any thoughts? or sujestions?

Here is a small tip... Always tune it extremely rich, and work from there. This should cut down some of the risks of tuning without a dyno.
