Extra lights on cars

I have been trying to find out the legality of neons, strobes, etc.. and finally talked to a SDPD officer today (one of our customers).
He said that the way the law is written MOST extra lights are illegal.
NO BLUE LIGHTS EVER LEGAL.
Red lights noly legal behind drivers head.
Extra turn signals are legal as long as they are CLEAR (white) or AMBER in front of driver and RED or AMBER behind driver.
Washer nozzle lights are legal if they are white or amber.
All extra interior lighting is illegal if it is on while car is moving.
Undercar neons are technically illegal. There two lists of legal lighting allowed on cars, first is REQUIRED: which is turn signals, driving/parking lights, headlights (must be white), turnsignals, back up lights, and brake lights. the other is PERMITTED: Which include the already mentioned along with auxillary running and brake lights, fog lights and auxillary driving lights (which are to be dimmed with high beams).
If they are not specified above they are illegal.
You are allowed up to 2 additional lights on when headlights are on (may be white or amber).
And, there is one more quick side note- turn signals are not to flash more than 120 times per minute.

Rep Power: 280 from my understanding when i asked a chp officer at sober grad night..underbody neons are legal as long as they cannot see the bulb...this is just my experience. but to be safe, i'd never drive with them on.

Rep Power: 310 Neons are legal according to section 25400 of the DMV handbook. But under certain restrictions. Here's a link Section Code This is in california only i'm not sure about other states.

Rep Power: 241 ok unless i didn't read it right to get the info cause i've been wondering thise.. i was thinking of getting WHITE underbody i have a kit so they shouldnt be able to see the bulbs. is this legal or not?
