That's not true, but it at the dealer discretion... I got splash guards on my '03 in June of '04 and they are suppose to be close to 100, the parts guy said he would give them to me at 50 because they don't fit the '04's and the '01 to '03's where just setting around and he wanted them out of his stock. But that's a rare case and sure isn't a body kit.

Runner here is your answer..

Yes they do BUT now listen up..

Honda sells it as a lip kit and they do not call it an Aero Kit so it is completely different and UGLY IMO

Since the coupe and sedan have the same front end I fit the Coupe aero lip in front..Look at my thread and I will be putting on the rear Acura EL 05 Bumper to accomodate the Aero rear lip..
Acura in canada sells a Aero Kit for their EL model but Civic does not.

Honda sells A lip Kit for the 04 05 Civic..
You can see it on the Ferio
