The car will not start, I go to turn the key over and all the sudden my gauges start fluttering all over the place and a constant chattering noise coming from the passenger side behind the dash. Where do I start? Whats going on here?

Well check if the alternator bolts are loose. That can fry the ecu.
Check your battery connections and grounds. I just had a no start on my girlfriends car with some weird electrical issues and it turned out i had corrosion on inside of the positive battery clamp where the wires went in.
