Got a reply from Neuspeed

Emailed neuspeed last week about springs being upside down and all.... here's what they said...

The tighter coils should at the top. Although having the springs upside
down will not damage the car, the springs are designed to fit optimally
with them being positioned right side up. I would suggest that you turn
the spring over at your earliest convenience.

Hello,
I recently installed the Neuspeed sports for my 2001 Civic sedan
(55.20.61). I was talking with someone else with the same exact setup
and we noticed something different. My front springs were put on with
the tighter coils at the top of the strut and his were opposite. I was
wondering which was is the correct way? For the person who has them
upside down, is it OK to have them upside down? Will it cause damage?
Please help. Thanks.

thats weird cause the on the back the tighter coils HAVE to be on the bottom cause it only fits that way.

He's referring to the front I think

ya i know.. its just weird that on the rear it goes on the bottom and on the front it goes on the top

When I called Neuspeed, the guy said that the tighter coils go on the bottom. This is how my previous springs were always supposed be installed. Obviously the back is only going to fit one way and the front fitment will be correct if the coil profile fits correctly into the front strut spring seat.
