neuspeeds dont really settle... the next day it'll probably lower like .1-.2"(i've heard its not the springs that settle but the rubber bushings that do, i think its just bull tho n it actually is the spring settling...).
in a month it will probably lower another .05-.1"

In my opinion, if your springs have to "settle" you have purchased crap.

Yes, maybe a teeny tiny bit. Check out the H&R Website. And here is more info from TireRack:

"Every H&R spring, whether designed for a Civic or a LeMans-winning Porsche GT1 prototype, is precision-wound with the highest quality German spring steel available. It's heat-treated twice, to realign the molecular structure for long term resilience. It is shot-peened, inside and out — a process that extends the service life of the spring more than 200%. Each spring is pre-set (Super-BlokTM) a total of four times, to establish its final length, and tested for ride height and spring rate. It is then electrically-charged phosphate-coated, painted with a special polyurethane-epoxy powder coating and oven-cured to create a hard, corrosion-resistance shell."

My H&Rs haven't "settled" so that is what I am basing my opinion on.
