It is a metal clip that will bend under pressure. It acts like a bumpstop and probably is more reliable because rubber bump stops eventually bust from pressure. What kind of shock is that?

I'm thinking thats just packaging, you're supposed to take it off and let the shock expand before you assemble the rest of it.
